The Agreement on Establishment of the Parliamentary Majority will be signed at The Verkhovna Rada of Ukraine on Monday, with the participation of the Chairman of The Verkhovna Rada of Ukraine, the Prime Minister and the leaders of three coalition Factions. V.Lytvyn made this statement after the Conciliative Council.

 

He stressed that this agreement is "the wish of the deputies and factions to bear a great responsibility for the organization of Parliament´s work and implementation of resolutions adopted jointly with the Cabinet of Ministers of Ukraine."

 

V.Lytvyn reminded that in 2002, a similar agreement was signed on establishment of the informal majority to support its work. The Head of the Parliament believes that "it is of great importance, since the legal sense of the coalition and the opposition is being lost due to the lack of clear-cut regulations of factions functioning: today, fourteen deputies may declare foundation of a deputy group." He called for preventing the instability in The Verkhovna Rada, as it may complicate the compromise-reaching process and dialogues. However, the deputies can not be prohibited to remain non-faction or set up deputy groups, V.Lytvyn stated. He also remarked that they could join the agreement on the parliamentary majority. He declared that a newly-established majority would not differ from the coalition majority: "the form will be different, but the essence will remain the same."

 

V.Lytvyn explained that under the constitutional provisions, there is no such official establishment in The Verkhovna Rada as the coalition of deputy factions that form the Government and appoint its leader. Nevertheless, both the Parliament and the Government face the necessity of passing crucial resolutions, from the Tax Code to the Budget for 2011," V.Lytvyn declared.

 

The Chairman of The Verkhovna Rada of Ukraine believes that support of Parliament´s work and any feasible initiatives is his main task.
